Billions of dollars has been spent on research into laser weapons.

All the major powers have long had experts working on systems that could destroy an enemy without the need for bulky, expensive ammunition.

Lasers have long been used to guide bombs and other weapons.

The alternative is to design something that targets a weak part of the enemy.
